Would a sinner trapped in repetitive, chronic sin need God more than a righteous soul or even the soul with venial sin?
I would contest that the soul trapped by the demons of chronic and mortal sin can draw closer to God. I’m not a theologian so I apologize if this is contrary to Catholic teaching. But, it would seem to me that God came most especially for the worst sinner. He came to redeem that soul, to call that soul to come from its grave. When that soul falls again, he can take two directions. One of despair and one of desperation.
“Souls perish in spite of My bitter Passion. I am giving them the last hope of salvation; that is, the Feast of My Mercy. If they will not adore My mercy, they will perish for all eternity.” Divine Mercy in My Soul # 965
A sinner can easily fall into despair – lose hope of ever escaping its sin. This soul is at serious risk of damnation as its despair hardens it and drives it away from that which can save it – Divine Mercy.
On the other hand, that soul which falls and falls into dark sin, yet turns immediately and desperately back to God, begging time and again for mercy, draws closer and closer to Jesus. Even through the vessel of sin – strange to think that way. But, this sinner soul needs Jesus and His Mercy more than others.

As that soul turns back again and again and again, a million times or more to beg Jesus His Divine Mercy, that soul finds it each time.
“It is your office and your assignment throughout your life to continue to make known to souls the great mercy I have for them and to exhort them to trust in My bottomless mercy.” Divine Mercy in My Soul # 1567
Mortal sinner, venial or even saint, the key which opens the floodgates to the ocean of mercy discovers the bottomless mercy of God. It discovers the ‘red carpet’ to sanctity is Divine Mercy.

**the best way to get close to God is by being in a state of grace – avoid sin**
